To do this you should use Osmosis to read the extract file and extract a bounding box from it (osmosis --rx file="bla.osm" --bbox left=##.## right=##.## top=##.## bottom=##.## --wx file="extracted_city.osm", where the numeric values are the lat and lon of a bounding box)
Turns out, that there are several ways to download OpenStreetMap data. Conveniently, there’s even an OSM Data Wikipedia page with all the available OSM extracts. My suggestion is Geofabrik because it’s organized by continent, country, and then province or state.

It covers a number of options for downloading large areas of OSM data. You can download all of the OSM data for California here: Data from this source is usually updated daily.
Read the whole text in the OSM wiki about that feature, and about troubbleshooting. Tell us here if you get stuck with new problems in detail. You are trying to download too large an area. Either try a smaller area, or look at one of the alternatives described here.
OSM is licensed under Open Data Commons Open Database License (ODbL). It roughly means that you can copy, distribute and share its data as long as you state that OpenStreetMap and its authors were your source. You can further distribute results of your changes under the same license.
It should be possible to generate suitable tiles for MemoryMap EuropeanEdition versions 5 and above using OSM data, but I have not succeeded. This is the version of the software which can be used with UK Ordnance Survey StreetView Tiles.
